Objective This course provides basic knowledge about the city, urbanization, metropolization, globalization and urban governance as well as local and regional policies. After recalling the great movements of urbanization since the antiquity, it intends to discuss how and why the cities have become the centres of a new sosciopolitique, economic and cultural organization. It then looks at the rise of decentralization and local development. The course focuses on Turkey in this framework and examines the urban and territorial development of the country.
Content The course starts from the conceptual definition of the city and urbanization. The origin and the evolution of the city are treated in a historic setting. Then the recent tendencies of urban change such as metropolization and globalization are discussed. In the second part, the course focuses on the city management and urban governance. After a review of the historical development of local communities in Turkey, the powers and competencies as well as the territorial organization of local authorities, especially after the reform processes following the country's candidacy to the EU are presented. The course also aims to discuss the local financial systems and their impact on local public policies.
Course Learning Outcomes The course will provide students with a strong culture of the city and urban governance. It aims to train students to perform analysis and diagnosis of urban and territorial issues and deepen their knowledge in the field of urban governance.
Teaching and Learning Methods The pedagogical approach is essentially teaching the academic content of the discipline through lectures, readings and discussions on readings in class. Two midterm exams are planned.
