-Analytical skills necessary for the understanding of the framework on civil liberties within which the law-enforcement takes place -Skills for a thorough understanding of the transparency of administrative procedures and decisions making processes -Understanding the exclusivity of the administrative function; and the ‘principle of legality’ with respect to administrative powers -Understanding the principles and legal regime governing the liability of administration, and lawsuits for damages on the grounds of administrative liability -Analytical understanding of the administrative and judicial review mechanisms -Comprehension of the substance, objective and effects of procedural rules for judicial review -Analytical comparison of the powers of civil and administrative judges -Skills for the analysis of the judgments of administrative courts |
