-Analytical skills to grasp the social function of the public service -Analytical skills necessary for the understanding of the framework on civil liberties within which the law-enforcement takes place -Skills for a thorough understanding of the transparency of administrative procedures and decisions making processes -Understanding the exclusivity of the administrative function; and the ‘principle of legality’ with respect to administrative powers -Understanding the principles and legal regime governing the liability of administration, and lawsuits for damages on the grounds of administrative liability |
